City Structure

- Each city will be run by a Storyteller (ST) and his rule within that city is law.
- The ST of each city will serve on the Board of Administrators (BoA) and will be part of deciding on key Forum policy and which cities will be accepted.
- The ST may have as many ST's as he wishes assisting him with his city but only the head ST will serve on the BoA
- The ST will have full say over what characters enter his city (after they have been approved by the Character Manager), travel into his city, and what powers/artifacts can be used in his city.
- The ST will only have to run his city and scenes. Any updates to character sheets will be handled by the Character Manager
